I don't know if that pilot of Lufthansa is reading but I wonder if he were right in saying to a IST tower controller: "There is no thunderstorm, the runways are operational, there is no emergency, so you cannot make me hold over 30 mins".
Well, he may have suffered that for once, but having IST as the operational base, I have suffered that almost twice a day. I checked out the AIP, the JAR-Annex, even the FARs and couldn't find any reference how to evaluate if the controller is doing his job or slowing down all the business. Do you have any idea?
